Jean-Anne is a senior associate within the firm specialising in public procurement law.

The focus of Jean-Anne’s practice is on the procurement and contracting of public infrastructure and services, particularly in the construction sector. Jean-Anne advises both public and private sector clients in respect of the application of the EU procurement rules to projects in a diverse range of sectors, including health, education, local authority, marine and energy. She advises many public clients including the HSE on purchasing practices, the use of framework type agreements and the standardisation of tender and contract documentation. In recent years, she has been heavily involved in advising on the procurement of major Public Private Partnership projects, including the Schools Bundles 4 and 5 projects.

Jean-Anne has extensive experience advising public bodies on their obligations under the Remedies Directive and has also acted for a range of private companies in the prosecution of High Court Judicial Review proceedings brought to challenge the award of public contracts under the Procurement Directives.

Jean-Anne has provided in-house procurement training to private and public sector clients, and has delivered seminars and briefings on discrete procurement topics. She has also lectured on the Public Affairs Ireland Certificate in Public Procurement.
