Walker is counsel in the Climate Projects practice at Philip Lee (US) LLP, specialising in carbon markets, climate project development, and the structuring and negotiation of commercial arrangements relating to climate solutions and carbon credits.

​Walker advises clients across the voluntary and compliance carbon markets, including project developers, investors, corporate buyers and other market participants, on the development, funding, commercialisation and attribution of climate projects and environmental products. His practice includes advising on carbon credit transactions, project implementation arrangements, offtakes, corporate climate programmes, and the contractual and regulatory frameworks that govern climate solutions.

Walker also brings extensive experience advising on the regulatory dimensions of climate and energy markets. He counsels clients on compliance and market design issues arising under U.S. state and federal frameworks relating to greenhouse gas regulation, electricity markets and public utility service, and advises at the intersection of voluntary standards, climate claims, mandatory reporting and emerging regulation.

Before joining Philip Lee (US) LLP, Walker practised for more than a decade at a national law firm based in Seattle, where he advised clients on a broad range of carbon, climate and clean energy matters.

  • Advised multiple clients in connection with rulemaking under Washington State’s cap-and-invest programme, including analysis of proposed rules, preparation of public comments, and advice on evolving market design and compliance obligations.
  • Advised on the carbon-related aspects of venture capital investments in a soil carbon developer, and subsequently drafted and negotiated bespoke project implementation and carbon credit offtake agreements among the investor, developer and landowners.
  • Worked with a client to develop contractual arrangements for a novel off-registry carbon credit product pairing short-term carbon removals with rights to future durable carbon removal credits.
  • Supported a first-of-its-kind transaction for 24/7 real-time clean electricity supply for a large data centre load, including analysis of the interaction between state retail and wholesale electricity regulation, clean power mandates and greenhouse gas compliance markets.
  • Advised a large consumer-facing company on renewable energy and climate strategy, greenhouse gas accounting and climate-related claims, including the alignment of energy and carbon transaction structures with broader corporate climate objectives.
