Patrick is a senior associate in the firm’s projects and construction team, with a particular focus on public procurement.

Patrick provides strategic advice to clients in both the private and public sector and advises on all aspects of public procurement (including the preparation of tender documentation, the conduct of competitive dialogues, evaluation issues, the preparation of standstill letters and procurement challenges).

In particular, he has substantial expertise in advising public bodies on the variation of public contracts post-tender and has led a number of high value technology and IT procurements for Irish contracting authorities.

Patrick advises contracting authorities, developers, design team members, contractors and equity providers in relation to a number of Irish public private partnerships and large construction projects in Ireland, with experience in advising on and negotiating construction contracts based upon the Capital Works Management Framework, RIAI and JCT as well as more bespoke PPP contracts.

Patrick regularly delivers training on procurement and construction to clients as well as conferences.

      • Advised preferred bidder on c.€150m, Irish Social Housing PPP Bundle 2, delivering 465 homes across Ireland on a public private partnership basis.
      • Advised Irish healthcare body on c.€100m procurement of electronic patient records system via a complex competitive dialogue procedure.
      • Advised Irish healthcare body on the modification of several significant IT contracts and its obligations under public procurement law.
      • Advising local authority on its competitive dialogue procurement of a developer for a major mixed tenure housing development.
      • Advising consortium on delivery of a major mixed tenure housing development in Dublin.
      • Advised contractor on major mixed use commercial development at complex site in Dublin city centre.
      • Advised developer on construction of major mixed-use regeneration project in heart of Dublin city centre, including advice on RIAI-based construction contract, design team appointments and collateral warranties.
      • Advising several Irish universities on capital works projects including student centres, student accommodation and STEM buildings.
      • Advised both the public and private sector on procurement challenges, including as part of the Philip Lee team in Homecare Medical Limited v HSE.
