Angelyn is a partner in projects and construction and leads our projects and construction team.

Angelyn has over twenty years of experience in projects and construction advising on major infrastructure projects and complex procurement matters. She advises funders, developers, employers and contractors on all aspects of construction law, including commercial office, residential, healthcare, energy, water and PPP/PFI projects. She advises on many standard form contracts such as the Public Works Contracts, RIAI, IEI, FIDIC, MF1, NEC4, in addition to drafting and negotiating bespoke construction contracts. She advises on both contentious and non-contentious construction law matters, including mediation, conciliation and statutory adjudication. She advised on Ireland’s first healthcare and social housing PPPs, representing the National Development Finance Agency. 

In the area of public procurement law, Angelyn is skilled at advising clients on public procurement processes from inception to appointment, including advising upon the appropriate procurement procedures, pre-qualification and invitation to tender documentation, queries, debriefing obligations, evaluation process and legal challenges.

Angelyn frequently delivers training and talks on public procurement and construction law topics and she lectures on the Law Society Construction Law course.

  • Advising a developer on a major commercial office development, including AFL, building contract, consultant appointments, collateral warranties, statutory H&S appointments
  • Advising a hotel developer and operator on the construction law aspects of numerous hotel developments
  • Advising an employer on a statutory adjudication referral process, including the drafting of all submissions and supporting the client to a successful outcome
  • Advising a state body on the procurement of major construction contracts in the water sector
  • Advising on development and forward funding agreements and associated construction documentation for both commercial office and residential developments
  • Advising on disputes arising under the Public Works Contracts, including mediation and conciliation
  • Advising on numerous PPPs on behalf of the National Development Finance Agency, including the Grangegorman Campus PPP, Primary Care Centres PPP and Social Housing PPPs
  • Advising on the construction law aspects of numerous energy and renewables projects, including battery, biomass, wind and solar
